Within discussion of the effectiveness of drug control policy at various levels of governance, there remains a remarkable faith in and dominance of certain quantitative data to back up claims that authorities are pursing what are deemed to be successful counter drug strategies. A growing appreciation of the problems associated with measuring an increasingly complex and fluid illicit market has not been accompanied by a systemic appreciation that measurements of success might be focusing on the wrong things.
