IDPC Briefing Paper - Drug policies and harm reduction in South East Europe

This briefing paper is the first of a series focusing on drug-related issues in SEE. It provides an overview of the current situation regarding harm reduction services and national drug policies in the region.
The paper analyses the difficulties and challenges NGOs are facing in their harm reduction work, along with gaps and shortcomings in this field, and provides recommendations for the further development of appropriate harm reduction programmes in the region.
The paper is based on the inputs of the members of the Network provided at the meeting in Ohrid in September 2010, and papers and reports on the drug situation and drug policy in South East Europe.
