Call for inputs: OHCHR report on the impact of drug policies on the rights of women and girls

Purpose: To inform the drafting process of a report on "the impact of drug policies on the rights of women and girls”, to be presented at 63rd session of the Human Rights Council, as requested by resolution 60/26 of the Human Rights Council.

Background

In its resolution 60/26, adopted on 8 October 2025, the Human Rights Council requested OHCHR to prepare a report, in consultation with Member States, the United Nations Office on Drugs and Crime and other relevant United Nations agencies, civil society and other relevant stakeholders, on “Human rights challenges in addressing and countering all aspects of the world drug problem, in particular on the impact of drug policies on the rights of women and girls”. The report will be presented to the Human Rights Council at its sixty-third session, also in an accessible format. The Office will also share the report with the Commission on Narcotic Drugs, through the appropriate channels, as requested by the Council. Please find the attached resolution 60/26 for ease of reference.

Accordingly, OHCHR would be most grateful to receive relevant information (maximum 1,500 words), so as to enable the Office to submit the report to the Human Rights Council at its sixty-third session.

Key questions and types of input/comments sought

In order to inform the preparation of the report, the OHCHR would welcome information concerning the following:

(i) Examples of laws, regulations, policies, programmes and partnerships in the context of human rights challenges in addressing and countering all aspects of the world drug problem, particularly the impact of drug policies on the rights of women and girls;

(ii) Examples of initiatives, good practices and challenges in mainstreaming a gender perspective and ensuring the involvement of women in all stages of the development, implementation, monitoring and evaluation of drug policies and programmes;

(iii) Examples of initiatives, good practices and challenges in addressing the specific needs of women and girls in the context of drug use and the enforcement of drug laws and policies, considering how these compounds other forms of discrimination and disproportionately affects certain women and girls.
