Ukrainian Government adopts National Drug Policy Strategy until 2030 and approves its implementation plan
The Cabinet of Ministers has approved the National Drug Policy Strategy until 2030 and its Operational Implementation Plan for 2025–2027. This document continues the state’s drug policy, which was in effect until 2020.
The Strategy outlines a systematic approach to addiction treatment and aims to transform societal attitudes towards individuals with dependencies. It promotes high-quality, evidence-based, and patient-oriented treatment models aligned with modern international practices. The action plan includes cross-sectoral, ongoing efforts to raise public awareness about drug policy in educational institutions, workplaces, and the healthcare system. A specific focus is on combating discrimination against individuals with mental or behavioural disorders caused by the use of narcotic drugs, psychotropic substances, or their analogues.
Additionally, the plan involves measures to promote healthy lifestyles and create supportive conditions, particularly for children, adolescents, youth, military personnel, and veterans. It also includes improving access to necessary narcotic medicinal products for medical purposes, expanding harm reduction programmes, diagnostics, and providing psychosocial support for those in need.
