INCB launches its Annual Report 2019

In February 2020 the INCB launched its Annual Report, which provides an analysis of the functioning of the international drug control system during 2019, and makes recommendations to UN member states.

In this year’s report, the INCB continues to decry the growing number of member states that are regulating cannabis for adult use, citing its controversial status regarding the prohibitionist stance of the drug control conventions, and its alleged consequences for health and well-being.

On a more welcome note, the INCB also makes clear that states that violate international human rights standards are also violating the drug control conventions, and calls on all member states put a halt on extrajudicial executions and on the death penalty for any drug-related activity. Beyond these salient issues, the thematic chapter in this year’s report concerns drug prevention and treatment for young people.

As we have been doing in previous years, in the following months IDPC will publish a response to the INCB Annual Report 2019, which will provide a detailed summary and analysis of its content.
