The annual 'omnibus' resolution on 'Addressing and countering the world drug problem through a comprehensive, integrated and balanced approach' broke ground in terms of its substance, with much more balanced language in relation to the need for alignment between drug control policies and human rights obligations, as well as in terms of procedure. For the first time in the history of this annual resolution, sponsored by Mexico, a vote was called and concluded with overwhelming support: 116 votes in favour, 9 against, and 45 abstentions.
