The War on Drugs in Peru: A lost battle

This work is the product of a research study conducted for the Research Consortium on Drugs and the Law (CEED). It provides information on the effects of applying laws on drugs upon the penitentiary system and, particularly, on some vulnerable populations such as young people, mothers and their children, drug users, prisoners without a sentence, and couriers deprived of their liberty in Peru. The need to promote alternatives to the war on drugs such as reestablishing penitentiary benefits for convicted offenders due to illicit drug trafficking is highlighted.
