This Progress Report was prepared by the Canadian HIV/AIDS Legal Network and the Eurasian Harm Reduction Network in partnership with the national NGOs, to be presented at the 54th session of the Commission on Narcotic Drugs (CND).

Since the 2009 Political Declaration, the Kyrgyz Republic has continued to develop drug demand reduction programmes based on human rights, scientific evidence and the national legislative framework. NGOs and target group representatives play an active role in the development and implementation of these programmes. However, the field is dominated by NGOs working with international funding.
