Youth Organisations for Drug Action is a network of young activists, professionals and organizations working in the fields of drug policy, harm reduction, drug treatment and related areas like human rights, public health and/or tackling discrimination. We help to create connections between young professionals and youth organizations around Europe to share experience and create one strong voice of young people for drug policy reform on the continent. Our network is also helping individuals to establish new youth organizations in various European countries, using the experience of our current members.

Civil society organisations sent an open letter to the EU Commission to criticise the new call for drug policy grant proposals that almost only focuses on law enforcement and excludes harm reduction.

Since the Drug Unit of the EU Commission was relocated to the Internal Security Department, civil society has been concerned about the continuous shifting of its approach towards a more repressive, law-and-order direction from a balanced, integrated model of drug policies.

The new call for proposals launched by the Commission is another step in this direction. Unlike the previous EC JUST drug policy grant calls, this funding mechanism almost only focuses on supply reduction. From its four objectives, three focuses on improving supply reduction, it has only one objective on drug prevention – while harm reduction is completely missing.

Correlation – European Harm Reduction Network (C-EHRN), an umbrella of European harm reduction organisations (Rights Reporter Foundation, the organisation operating this website, is a Steering Committee member) sent an open letter to Ilva Johanson, Commissioner of Home Affairs, and Fiona Sipala, the head of the Drug Unit of the EC, to address this issue.

“We write to you on behalf of Correlation – European Harm Reduction Network (CEHRN), representing 158 civil society organisations (CSO) working in the area of harm reduction drug policy in Europe. C-EHRN is part of Foundation De Regenboog Groep and, as such, is also represented in the EU Civil Society Forum on Drugs.

Together with the undersigned networks, we would like to express our concern and disappointment with the current call of the Internal Security Grant concerning better law enforcement in the area of illicit drug trafficking. We believe this call does not reflect the principles of an evidence-based, integrated, balanced and multidisciplinary approach to the drugs phenomenon and is not in line with the Drug Strategy of the European Union. The call has a narrow focus on law enforcement interventions, with no objectives to improve complex public health and social services, including harm reduction.

For several years, the members and organisations we work with have benefited from the EC JUST Drug Policy grants launched by the European Commission. These grants demonstrated the balanced, evidence-based and multidisciplinary approach to drug policies in accordance with the core principles of the European Union. They provided an excellent opportunity for civil society organisations working in the field of drugs to cooperate internationally and exchange knowledge and good practices.
When the Drugs Unit was moved from the Justice Department to the Internal Security Department, civil society organisations were promised that this would not affect the balanced and multidisciplinary approach to drug policies of the EU Commission.
However, the apparent shift towards law enforcement and crime prevention proves different – with social and public health aspects slipping off the agenda.

The Internal Security call lays only limited emphasis on drug demand reduction and none at all on harm reduction. At the same time, no other EU Programme took over this responsibility, leaving drug demand and harm reduction behind, without any opportunity for EU funding and support.

This is an extremely concerning development. EU funding has become increasingly important in recent years because of the emerging funding crisis for harm reduction, especially in the Eastern part of the European Union. Since the 2008 economic crisis, funding for harm reduction has constantly been declining in most Member States.

Several essential services operated by CSOs have been closed down or curtailed due to budget cuts and the retreat of international donors.

On top of the funding crisis, CSOs experience a shrinking space for civil society in several Member States, where governments are increasingly hostile to those organisations that receive international funding or work with marginalised groups of society. With decreasing national and local funds, direct funding from the European Commission was often the only funding opportunity to improve advocacy and innovation in the harm reduction field for many organisations. This opportunity is now lost.

DG Home is the department within the EC responsible for developing and implementing a balanced, integrated and evidence-based EU Drug Policy. Such a balanced approach requires that funding mechanisms are available for all drug policy areas and not only for law enforcement and crime prevention programmes.

We, therefore, call upon the European Commission and DG Home to reinstall the funding mechanism for drug demand and harm reduction to ensure a balanced and evidence-based drug policy also in the future.

Civil society demands balanced EU funding for drug policies

Existing drug education at the European level is not fully corresponding to the needs of young people who use drugs. At schools, drug education only focuses on preventive approaches, while in non-formal settings (including youth organisations and other after-school activities), the drug topic is almost never discussed because of a lack, or low level, of competency of youth workers in this area. Youth organisations are an undiscovered niche which may become a place for safe and open discussions about drugs with young people. Youth organisations are playing a crucial role in reaching out to young people and, more importantly, in promoting inclusiveness which is very important when talking about young people who use/might be using drugs. Inclusiveness should not only mean the inclusion of particular groups of people, but it should also mean the inclusion and implementation of different methods of work while speaking with young people about different topics, including drugs. Youth organisations might apply prevention strategies, but the harm reduction approach should not be left behind, especially if youth organisations are working with young people who are using drugs.

Most importantly, the voices of young people who use drugs should not be left behind — a safe space should be created where youth can raise their voice and openly speak and discuss issues related to drug use, as well as being able to be involved in drug education themselves. Communication with young people about drugs might be understood differently by different stakeholders. The most common understanding includes the provision of information about drugs, the preparation of preventive actions/activities, or education about drugs. All three ways have different aims and approaches, but the subject remains the same — communication about drugs with youth.

The CSFD mandate is renewed in 2021 and the CSFD now consists of 43 different CSOs, active in the field of drug demand reduction. The 2021 CSFD Plenary Meeting was organised on 6 and 7 October as a virtual session. It was attended by members of the CSFD, and representatives of the EC - DG Home and DG Sante.

An important element during this session was the adoption of the new Working Group Structure and the election of the new CSFD Core Group, consisting of the Chair, the Vice Chair and the four Working Group Coordinators.

The four working groups had the opportunity to meet and discuss issues to be addressed in the forthcoming period; more information on this in the coming months.

Throughout the years, the CSFD has tried to receive structural funding from the EC. Internal EC regulations allow only the coverage of travel and hotel costs during CSFD plenary meetings. In light of this, a dedicated and mandated group of CSFD members applied for funding in the EC Justice - Drug Policy Initiative Programme in 2016 and 2018. Both grants were awarded and enabled the CSFD to expand its work. These two rounds of funding have been instrumental for the CSFD to become a prominent player in the drug policy debate at EU-level and build strong ties with EU institutions.

Unfortunately, the latest proposal sent to the EC for a grant covering the period 2022-2023 was rejected. This means that beyond February 2022, the CSFD will have to continue operating without any funding. This is deeply problematic. Without secretariat support and funding for the core group and the activities in the Working Groups, activities and impact of the CSFD will be limited.

The CSFD is now discussing alternative ways for funding and has reached out as well to different EU Member States for support.

Impacts of COVID-19 on patterns of drug use

Imagine going on a night out with friends, planning to share some “ecstasy” pills you bought locally. What if you first wanted to know the quality and purity of your drugs, but didn’t have the means to check? And what if you wanted to find local harm reduction organizations, information and services that could help keep your drug use safer?

The developers behind TripApp sought to provide some answers.

The free app—which launched this month and is so far available in Spain, Italy and Germany—shares real-time data from the Trans-European Drug Information Project (TEDI), an international illicit drug checking network. It also collects data from consumers who check their own drugs with reagent kits or test strips. It constantly updates its data in order to alert consumers when adulterated or high-risk drug batches are detected in their location.

“We realized that in discussions about drug use, there’s a lot of talk about monitoring and controlling people who use drugs, but when do we ever consider talking to them?” Florian Scheibein, deputy director of Help Not Harm and one of the app’s founders, told 

. “People who use drugs and their communities are often excluded from having data about the quality of their drugs, that’s normally collected by governments and academic institutions. We instead wanted the people to be the primary beneficiaries of this data.”

On International Women’s Day 2019, we declare that the War On Drugs is a war on Womxn Who Use Drugs

The War On Drugs is racist, sexist, classist and heterosexist, and disproportionately affects womxn of colour, youth and womxn in poor communities.

As womxn, trans and gender non-conforming people surviving this war, we reject the widespread stigma, discrimination and criminalisation we face in our daily lives. We call for complete reform and transformation of the current system of prohibition. We call for an end to the ignorant and negative rhetoric.

Drug treatment services are gendered, classed, sexualised and racialised. Drug ‘treatment’ itself is based on spurious and outdated research, and allows unbridled and unregulated power over the individual. We reject these methods and the ideologies underpinning them.

Global and systemic oppressions violate our rights, as womxn, trans and gender non-conforming people who use drugs, and situate us in multiple, interconnected, vulnerable positions, which lead to numerous harms:

As womxn who inject drugs, we have a higher prevalence of HIV and Hepatitis than men. Despite this, we don’t appear in data and endure discrimination and exclusion from social and health services. The few resources we have tend to be masculinised and inaccessible as well as often not meeting our needs, interests or expectations.

We are disproportionately impacted by structural violence and social control from the State (policing, limited access to legal aid, extortion, long prison sentences, rape, extrajudicial murder and capital punishment).

The majority of womxn in prison are sentenced for non-violent drug related offences. Womxn of colour, ethnic minorities, non-binary or trans, and the homeless are particularly targeted. In several countries, we face detention in compulsory, unregulated ‘treatment” centres , often for indefinite periods with little or no access to judicial processes. Incarceration in closed settings creates a context for increased human rights violations, such as rape and extortion.

We often experience endemic violence and exclusion within our own communities and families. Not only are we more likely to be assaulted by our partners, but we are less likely to have recourse to justice and protection

We suffer intrusion into our bodily and physical integrity, maternal and family life and domestic space. We face routine violations of our sexual and reproductive health rights, by both community and state such as coerced sterilization and pregnancy termination.

Stigma that assumes womxn who use drugs cannot take care of their children and misinformation on the effects of drug use feeds into strong pressures to end pregnancy. When we don’t terminate our pregnancies, there’s a strong possibility we will lose custody of our children.

Those of us who are sex workers, and especially trans womxn and womxn living with disabilities cope with an unacceptable and compounded web of stigma, discrimination and social exclusion.

Despite living with these and other multiple forms of violence daily, Womxn Fighting back Against the War On Drugs are resourceful, enterprising, creative and strong. We possess remarkable resilience. We fight back against prohibition with solidarity, mutual support and leadership, building our networks from the grassroots to the global, from immediate action to long-term strategies to end this war on womxn who use drugs. We embrace intersectional and anti-prohibitionist feminism that integrated queer/trans-inclusive and non-ableist approaches, racial justice and the right to use drugs and experience pleasure. We work to reclaim our bodily sovereignty, including rights to the full range of sexual and reproductive health, gender-sensitive health services, and rights to use drugs. We do not ask for charity but for solidarity. We demand to live in safety and freedom.

This declaration is an invitation to join forces with womxn like us, womxn who demand an end to the War on Drugs and the negative impact it has on all our lives.

The involvement of non-state actors on various levels of policy-making has been one of the important issues of the European Union agenda for some time already. One of the manifestations of the EU efforts to include civil society representation in the work of various EU bodies has been creating Civil Society Fora – spaces where European non-governmental organisations can work together and sit at the round table with EU representatives.

The Civil Society Forum on Drugs (CSFD) is an expert group of the European Commission. Its members are selected by the Commission for a three-years mandate based on their competences, knowledge and expertise. One of its thematic working groups is concerned with the EU drug strategies and action plans.

EU Drug Strategy is a document “provid[ing] the overarching political framework and priorities for EU drugs policy identified by Member States and EU institutions” (European Council, 2012), thus setting the general directions of the field development. It is based on the EU values and principles on the one hand, and international agreements (e.g. United Nations conventions on psychoactive substances) on the other. The strategy constitutes a “base” to guide Action Plans on Drugs – documents encompassing 4-year periods and enlisting more specific actions and measures to be undertaken.

The current EU Drug Strategy was adopted for the years 2013-20, and its Action Plans for 2013-16 and 2017-20, respectively. The documents focus on few areas of drug policy: drug demand reduction, drug supply reduction, coordination, international cooperation, and information, research, monitoring and evaluation. With its vocal support for solutions that are evidence-based and strongly embedded in human rights and public health approach to the drug problem, they are by all means the most progressive EU documents of this type so far. However, EU strategy and action plans are documents of recommendation character only, i.e. they are not legally binding. Therefore, each and every EU member state has a full discretion over its drug policy (unless restricted by ratified international treaties), which means that the degree of following EU recommendation and reflecting them in domestic policies and laws can vary significantly from country to country.

For this reason, CSFD’s Working Group on the EU Drug Strategy and Action plan has been involved in in the evaluation of the EU drug strategy (2013-20) and the previous Action Plan on Drugs (2013-16), as well as the preparation of the new Action Plan (2017-20). The Forum has also decided to contribute to the monitoring and evaluation of the current Action Plan (2017-20). To do so, we have conducted a research among European NGOs working in the field to assess their perspectives and views on how relevant actions of the document are implemented in their countries.

This report consists of five main parts. First, we will describe the methodology and data sources of this inquiry. Second, we will discuss the services accessibility and quality in general. Third, we will provide a comparative analysis of the European regions included in the study. Fourth, we will look more closely at services accessibility and quality in the context of few specific and vulnerable populations: youth, elderly, women, ethnic minorities/immigrants and inmates. Finally, we will present barriers to the effective implementation of the EU Action Plan and draw a set of recommendations for various stakeholders.

Civil society views on the implementation of the EU Action Plan on Drugs: Report by the Civil Society Forum on Drugs

The Civil Society Forum on Drugs, an expert group of the EU Commission, is urging the Commission to provide adequate funding and staff to drug coordination and support demand and harm reduction interventions.

The European Commission is preparing the new Multiannual Financial Framework (MFF) to define budget priorities for the post-2020 period. There are many concerned civil society voices warning us that EU decision makers would like to deprioritise social and health programs while there is a growing focus on security, border control and migration issues. Drug policy is a multidisciplinary field that has strong connections to both security and health policies – and its health and social elements are often left out of consideration. The drugs unit of the European Commission, that coordinates work in this area, has been renamed the Organised Crime and Drugs Policy Unit and is seriously underfunded and understaffed. This is a significant obstacle to the strengthening of coordination efforts in the implementation of the European Union Drug Strategy and the newly adopted Action Plan for 2017-2020, an example of pragmatism, humanism, and evidence-based policies unique in the world.

The Civil Society Forum on Drugs (CSFD), an expert group of the European Commission, has sent a letter to the Commission recommending to strengthen drug coordination in the administrative structure of the European Commission, by providing adequate funding and staff to this issue. Civil society recommends the EU to strengthen drug coordination

On May 15-22 2017, 30 young activists from European civil society organizations working in the field of drugs with young people gathered in Belgrade, Serbia. They discussed how the people we work with are having their basic rights violated in the key areas related to drug use, such as access to healthcare, criminal law and social services. The purpose of this meeting was to discuss the experience of young people affected by drugs in different countries, and the challenges faced by both them and civil society organizations that represent them. Participants also shared the solutions that they already apply in their countries, so that others were able to learn about examples of how particular problems were overcome. One of their priorities was to highlight how existing international laws can be applied to the cases participants see in their everyday work, and to establish what additional tools should be available in order to better support young people in difficult life situations.
