Western Europe remains at the forefront of evidence-based harm reduction and treatment interventions. The majority of the countries in the region have adopted a health-based strategy towards drug use (including decriminalisation of possession for personal use), and are moving towards more proportionate sentences for drug offences.
The criminalisation of drug use disproportionately affects racial minorities and marginalised communities. A regulation framework for cannabis should take this into account to avoid recreating these same inequities.
The EMCDDA shows the encouraging progress that has been made to reduce the prevalence of infectious diseases amongst people who inject drugs, while also highlighting the need to extend the existing programs and services.
