The single major donor in the field of HIV/AIDS – the Global Fund to Fight AIDS, Tuberculosis and Malaria – has been revising its eligibility criteria and allocation models. According to the Eligibility and Counterpart Financing Policy, eligibility is determined by a country’s income level and official disease burden data, as provided to the Global Fund by WHO and UNAIDS. Many countries in the Eastern Europe and Central Asia (EECA) region have been moving up in the World Bank’s income classification. Given the moderate HIV/AIDS epidemics in a number of these countries, some are losing eligibility for Global Fund’s HIV financing and are expected to prepare for transitioning to national funding of respective programs.

This report by the Eurasian Harm Reduction Network explores the transition-related situation in Belarus, describes challenges associated with ensuring sustainability of HIV prevention programs among IDUs in this country and provides recommendations that can be taken into consideration by stakeholders engaged with and/or affected by the transition.
