New member applications
The application process involves three steps:
- After receiving the application form, the IDPC Secretariat will perform an initial assessment of eligibility in consultation with members from the same country or region.
- If that assessment is positive, the eligible proposal will be sent to existing IDPC Partner Members for comment and review.
- On the basis of the above, the Membership Review Commmitteee of the IDPC Board of Directors will be invited to make a final decision with regard to accepting or declining the application. The outcome of that decision will be notified to the applicant by the IDPC Secretariat.
Review of the status of IDPC members
IDPC’s membership will be reviewed on an annual basis by the IDPC Secretariat to assess whether the status of any members should be changed from Network Member to Partner Member or vice versa, depending on changes in their level of engagement or other relevant circumstances. Based on this review, the IDPC Secretariat will submit a proposal to the Membership Review Committee for a decision. The IDPC Secretariat will then notify the member in question, allowing time for appeal (see below), before communicating the decision to members via emails and IDPC’s quarterly members’ updates.
When an individual is elected onto the IDPC Members’ Advisory Council from a Network Member, this will inform the review process and the Secretariat may recommend that the member’s status be changed to Partner Member.
Removing an organisation from membership
If an IDPC member has been wound up or dissolved, stopped functioning, cannot be reached despite multiple attempts to communicate, no longer fulfils IDPC’s membership criteria, or has breached any of the obligations relating to IDPC membership, the Membership Review Committee of the IDPC Board may consider removing it from the membership following a proposal from the IDPC Secretariat. The member in question will be given an opportunity by the Membership Review Committee to challenge the proposal, and will also be able to appeal any decision (see below). The IDPC Secretariat will then communicate the decision to members via emails and IDPC’s quarterly members’ updates.
Any decision made by the Membership Review Committee may be challenged by the applicants and/or members involved. Such appeals must be made by email within 10 days of notification of the relevant decision, directed to the Chair of the Board of Directors via firstname.lastname@example.org. This email must outline the reasons for the appeal, and make the case for a reversal of the decision. The Board of Directors will then consider the appeal at their next regular meeting, and any decision will be final in all circumstances. Members of the Membership Review Committee will recuse themselves from the consideration of an appeal by the Board of Directors.
Any action taken by the Secretariat in relation to IDPC’s membership system may itself be subject to an appeal to the Membership Review Committee, made by email within 10 days of the appellant becoming aware of the action, directed to the Membership Review Committee via email@example.com. This email must outline the reasons for the appeal, and make the case for a review of the action.
New membership requests
As shown in the process diagram above, new membership applications – when considered eligible by the IDPC Secretariat – will be sent to Partner Members for their comments. A final decision will then be made by the Membership Review Committee (subject to any appeal process) taking into account any views expressed.
