61ème Session de la Commission des Stupéfiants (CND)

General information

From 12 - 16 March 2018, the Commission on Narcotic Drugs (CND) will be holding its 61st Session. Information for participants is now available here, on the official site of the Session. The VNGOC has also drafted a Guide for NGOs participating in the CND, available here.

The CND Blog will also provide near real-time updates on the plenary session and selected side events. You can also follow IDPC twitter which will provide live updates on key events, or follow the hashtags #CND2018 or #CND61.

CND App

Within the framework of the Global Partnership on Drug Policies and Development (GPDPD), the CND App has been developed to facilitate navigating and engaging with the debates at the CND. This mobile application will help you track live what is happening, and where, at the CND, receive notifications on key events, resolutions and speakers, and access UN-agreed language on specific drug policy issues. For an optimal experience, please download the app from the Apple or Android store. Alternatively, you can access the app's functionalities with your browser at http://cndapp.org/.

Attendance

IDPC is collecting the contact details of those wishing to attend the CND, in order to send them updates before and during the event. If you would like to receive these updates, please send your name, affiliation and email address to the IDPC Secretariat.

Those attending the CND can pick up their badges from the Security Pass Office (Gate 1) on Friday 9th March from 8:00 to 16:00 and Sunday 11th March from 15:00 to 18:00.

Side Events

This year, IDPC will be involved in a number of side events:

Monday, 12th March

  • 1.10 - 2.00 p.m., MOE79: Human rights defenders under threat: the “war on drugs” and the shrinking space for civil society. Organised by Amnesty International, the International Drug Policy Consortium and Centro de Estudios Legales y Sociales.
  • 2.20 - 3.10 p.m. M6: Saving lives by ending the drug war. Organised by the Government of the Czech Republic, the Transform Drug Policy Foundation and the International Drug Policy Consortium.
  • 2.20 - 3.10 p.m. MOE100: Collaboration between governments and civil society for new drug policies that prioritize health and communities. Organised by Harm Reduction International, the International Drug Policy Consortium and the International HIV/AIDS Alliance.

Tuesday, 13th March

  • 9.00 - 9.50 p.m., MOE79: Modernizing drug policy: what helps and what goes against it - Case studies. Organised by Fédération bruxelloise des Institutions pour Toxicomanes (Fedito Bxl), the Canadian HIV/AIDS Legal Network, the International Drug Policy Consortium and Piaget Agency for Development (APDES).
  • 1.10 - 2.00 p.m., MOE79: Drug courts in the Americas: lessons learned and recommendations. Organised by Equis Justicia para las Mujeres, the International Drug Policy Consortium, the Social Science Research Council, Physicians for Human Rights and Washington Office on Latin America.

Wednesday, 14th March

  • 1.10 - 2.00 p.m., M5: Women, drug policy and incarceration in South-East Asia: Mainstreaming a gendered perspective. Organised by International Drug Policy Consortium and the Thailand Institute of Justice.

  • 1:10 - 2:00 p.m., M7: The urgent need for harm reduction funding: Scaling-up evidence-based interventions for people who use drugs: Strategic Advisory Group to the UN on HIV and Drug Use.

  • 2.20 - 3.10 p.m., M5: Voices from the ground: The impact of drug policies on women in situations of vulnerability. Organised by Centro de Estudios Legales y Sociales, the International Drug Policy Consortium, the Women’s Harm Reduction International Network, the Washington Office on Latin America and Equis Justicia para las Mujeres.

Thursday, 15th March

  • 9.00 - 9.50 a.m., M3: Measuring drug policy outcomes: intersections with human rights and the sustainable development goals. Organised by the Government of Switzerland, the Office of the High Commissioner for Human Rights, the International Centre for Science in Drug Policy, the International Drug Policy Consortium, the Global Drug Policy Observatory of Swansea University, Centro de Estudios Legales y Sociales and the Social Science Research Council.

Friday, 16th March

  • 9.00 - 9.50 a.m., M6: Harm reduction as a public health policy. Organised by the Government of Costa Rica, the Costa Rican Association on Drug Studies and Interventions, and the International Drug Policy Consortium.

  • 9.00 - 9.50 a.m., M5: Hepatitis C among people who use drugs - The global state and recommendations. Organised by International Doctors for Healthier Drug Policies, the French NGO Platform on Drug Policy, Medecins du Monde, the World Hepatitis Alliance and the International Network of People who Use Drugs.
