Harm Reduction Consortium: Request for proposals - Fundraising capacity scan

Background

Under the auspices of three-year grants from the Robert Carr Fund, the ‘Harm Reduction Consortium’ exists to challenge the global war on drugs, support harm reduction services and funding, and protect the rights and health of people who use drugs. The Consortium currently comprises:

  1. International Drug Policy Consortium (IDPC)
  2. Harm Reduction International (HRI)
  3. Youth RISE
  4. Women and Harm Reduction International Network (WHRIN)
  5. Middle East and North Africa Harm Reduction Association (MENAHRA)
  6. Eurasian Harm Reduction Association (EHRA)
  7. European Network of People who Use Drugs (EuroNPUD)

Purpose and Scope

The Consortium has an ongoing commitment towards capacity building and organisational development through these grants. We are therefore seeking a consultant to undertake a capacity scan and review of the existing fundraising systems and processes of the individual member organisations – as well as support for future collective fundraising efforts. The review will culminate in a detailed report containing concrete recommendations and guidance, and a suggested plan for follow-up and next steps.

Fundraising systems, experiences and capacities vary significantly between the Consortium members – some of whom have multiple donors and grants, while others currently rely entirely on the Robert Carr Fund. There is not a ‘one-size-fits-all’ approach.

Specific Tasks

Proposals should include a suggested methodology for this project, comprising:

  • close coordination with IDPC as the lead for the Consortium, including guidance on the development of a new funding proposal to the Robert Carr Fund in the summer.
  • consultation with each Consortium member, and related desk research, to understand their existing situations, systems, needs and challenges.
  • scoping of upcoming fundraising opportunities for the Consortium.
  • delivery of a report, including recommendations and proposed action plans, in June 2021.
  • ongoing support to all Consortium partners (including training, if deemed necessary) to deliver the action plans through Q3 2021.

Proposals which incorporate pro bono elements, especially for post-report follow-up, support and training, will be positively received.

Competencies

  • Proven track record of supporting and/or developing fundraising strategy and capacity building for regional and international not-for-profit networks.
  • Experience of working internationally, knowledge of fundraising contexts in different settings and contexts, and awareness of the unique challenges of fundraising for harm reduction and drug policy work.
  • Proven understanding of the issues addressed by the Harm Reduction Consortium.

Responding to this Request for Proposals

We are seeking initial proposals from consultants with the skills, experience and ability to support this project. The anticipated budget for this work is approximately USD 8,000.

Proposals should be a maximum of three pages, and should outline:

  • Demonstration of the consultant’s relevant skills and experience
  • Brief biography of consultant(s) to be engaged on the project (with full CVs annexed or linked if needed)
  • Proposed methodology and costed work plan for the project
  • Price quotation for the project, broken down by task and time

Applicants are reminded that both Consortia comprise not-for-profit organisations, so any additional pro bono or discounted support as part of the proposal will be very much welcomed.
