EHRN accepts invitation to become an early applicant within the Global Fund New Funding Model

In late February the Global Fund to fight AIDS, Tuberculosis and Malaria issued a press-release announcing the launch of the New Funding Model (NFM). Six countries and three regional programs including Eurasian Harm Reduction Network (EHRN) were invited to participate as "early applicants” in the full process of the New Funding Model, from submitting a Concept note to starting the implementation of a new project.

EHRN received and accepted an official invitation to participate as one of the regional initiatives in this first stage of the New Funding Model and to create a new HIV/AIDS grant proposal for the period of 2014-2016. The regional project is to be focused on HIV response and harm reduction in Eastern Europe and Central Asia (EECA). Indicative funding amount for the project is US $ 6 million.

EHRN will organize an open and inclusive consultative process to develop the concept note and the regional project, which will take the form of a regional dialogue. EHRN’s Steering Committee and Secretariat are currently consulting with the Global Fund Secretariat and are considering the feasible timeline and the process to organize the regional dialogue and the concept note development. Once the process is clarified, EHRN will immediately extend invitations to national, regional and international organizations to join the consultative process ensuring direct and meaningful involvement of civil society and community of people who use drugs.

Based on early consultations with the Global Fund Secretariat, EHRN plans to develop and submit the concept note no later than the end of summer 2013. The Technical Review Panel and the Global Fund Secretariat will review concept notes and requests for funding leading up to grant negotiation and the Global Fund Board approval. As all early applicants, EHRN has also been asked to provide ongoing feedback to help the Global Fund learn and adapt the NFM before it is fully rolled out.

EHRN will document all the stages of the application development and submission process within the NFM. For this purpose EHRN will publish regular updates on the process to keep all the interested parties informed through relevant listservs and websites.
