Objectives of the Technical Advisor:

To provide technical support and oversight for the implementation of the HAARP CP Vietnam work plan from February 2013 – January 2014

Essential competencies/experience

  • Minimum 5 years’ experience working in the field of harm reduction preferably in South East Asian countries.
  • Technical experience of HIV prevention in the context of drug use and harm reduction
  • Demonstrated understanding of current development policy and practice, including program-based approaches
  • Excellent communication (verbal and written) & interpersonal skills
  • Be culturally competent
  • Be prepared to undertake extensive travel in the country.
  • Experience of working closely with national governments and NGOs
  • Have post graduate training in a relevant public health related area
  • Work to tight deadlines while maintaining technical rigour
  • Vietnamese language proficiency is an added advantage.

Duration (time-line)

The contract is for two year beginning January/February 2013 till the end of the HAARP in June 2015. While a full time position is preferred, applicants who are only able to or prefer a part time position are encouraged to apply.

Expected outputs

  • Provision of regular technical support to the HAARP Vietnam program including support to MOH, MOLISA, MPS and 3 provincial level implementation of services.
  • Timely submission of outputs as per the work plan (for the five Key Results Area of the work plan, related to advocacy, service delivery, capacity building, strategic information for management and program management and;.
  • Quarterly report provided to AusAID in Hanoi and Bangkok outlining the progress of the program, challenges, needs and advise on strategic directions including the exit strategy.
  • End of assignment report with recommendations for the next financial year.
