Director of the Observatorio de cultivos y cultivadores declarados ilícitos - OCDI (Observatory of crops and farmers declared illicit). Co-author of the report entitled Vicios Penales on the weaponisation of penal law against farmers, indigenous communities and communities of African descent involved in the field of coca, opium poppy and cannabis production in Colombia. Pedro has worked as a social researcher and has supported numerous organisational processes involving farmers in different parts of the country from 1994. He is also a Transnational Institute (TNI) Fellow, and was the Mayor of San José del Guaviare until 2011 and a member of Congress between 2002 and 2006, when he tabled a legislative bill on the regulation of coca in Colombia, produced with the communities of the Cauca valley.
