While public opinion seems to be shifting towards support for legalisation; there is surprisingly little discussion in the drugs counter-culture of what a socially just model of cannabis consumption might look like.

The Transnational Institute (TNI) examines how a grey area of the law in Spain has led to the development of an economic and social model for drug consumption that might offer a more economically and socially just alternative to market legalisation.
