This 2-day congress included a speech from Rick Lines of Harm Reduction International discussing the strategic plan that will be used jointly by the participants planning to attend the UNGASS meeting in New York in April, 2016. Rick conveyed the importance of joint advocacy efforts to support further efforts to address the drug problem by prioritising a health-based approach and reiterated the importance of continuing efforts to abolish the death penalty at the UNGASS debates.

Furthermore, in the speech delivered by Gloria Lai from IDPC (International Drug Policy Consortium) she highlighted how total drug eradication efforts, especially in Asia for almost five decades, have proven unsuccessful. The fact is that it is now much easier to obtain drugs and the age of initiation into drug use is lowering significantly. There should be a strategic move jointly undertaken by the criminal justice system and the community of drug users, nationally and internationally in order to respond to the problem effectively.
